FRC Policy
All contact with FRC is strictly confidential, as outlined in our consumer Bill of Rights.
At no time, unless required by law shall any information be provided to another party without your expressed written consent.
- Current law mandates FRC, and any of its employees, to report the following:
- When you are reasonably expected to inflict serious harm on yourself or another.
- If you are suspected of child abuse, or
- As outlined in the Mental Health and Developmental Disabilities Act (740 ILCS 110).
FRC is initiating a new outreach to returning veterans and their families in the following counties: Jackson, Williamson, Saline, Franklin, and Jefferson. The outreach worker providing the service is an Iraq war veteran. This position will provide outreach mental health crisis intervention, information and referral. FRC hopes that this effort can be expanded to serve veterans in other counties as well.
FRC’s outreach Team Leader has coordinated our response to the flood in West Central Illinois during the past several weeks, reaching hundreds of individuals impacted by the flood. This response was familiar to FRC because of the work we did during the disastrous flood of 1993.
Know Your Rights
You have the right to maintain all of your legal rights.
You have the right to refuse services.
You have the right to file a grievance.
You have the right, upon written consent, to see your record.
- You have the right to confidentiality as governed by the Mental Health and Developmental Disabilities Act (740 ILCS 110) except:
- When, because of a mental illness, you are reasonably expect to inflict serious harm on yourself or another in the near future.
- When because of a mental illness you are unable to provide for your basic needs or to guard yourself from serious harm.
- If you are suspected of child abuse.
- When you are in need of emergency care.
- For other reasons listed in the Mental Health and Developmental Disabilities Act.
Your rights shall be protected in accordance with the Mental Health and Developmental Disabilities Act (740 ILCS 11).
You shall not be denied, suspended, or terminated from services, or have services reduced, for exercising your rights.
You have the right to appeal to an advocate outside FRC, such as the Guardianship and Advocay Commission, Protection and Advocacy, Inc., Department of Mental Health and Developmental Disabilities, Department of Children and Family Services, and the Department of Corrections.
You have the right to receive services without discrimination due to age, sex, race, ethnic or national origin, handicapping condition, or veteran status.
You have the right to know that you may be contacted, via letter or phone call, by the Council on Accreditation concerning children and family services.
You have the right to know that FRC’s outreach workers are not licensed or degreed counselors or therapist. ORW’s can not diagnose, or provide treatment concerning mental health.
- FRC retains the right to refuse services, including but not limited to the following:
- Service delivery has become impossible due to consumer’s refusal to accept services.
- Services are inappropriate.
You may be contacted by a FRC representative, via letter or phone call, as part of FRC’s evaluation concerning the quality of care.
